Free shipping thresholds are based on the order value before shipping charges.

Refused Deliveries & Unpaid Customs Charges
If a shipment is refused or cannot be delivered because the recipient does not pay the required customs duties, taxes, or import-related fees, the package may be returned to us or handled according to the shipping carrier's procedures.
Any resulting return shipping costs, customs charges, or additional handling fees may be deducted from an eligible refund, where permitted by applicable consumer protection laws.
